I think the best advice for developing a PowerPoint presentation comes from a management consultant I used to work with, Mary Nell McCorquodale: "If you fail to plan, you plan to fail." A good PowerPoint presentation starts with a strong outline. The problem is that many people believe that the outline is their presentation, which is why they end up with text-heavy, boring slides. Once the initial outline has been developed then it's time to revise, condense, and edit. Only after you've arrived at the finished outline should you attempt to create the visual part of the presentation. The hardest part of designing visuals is to make them so simple and self-evident that they communicate messages at a glance. But after you've done the work to develop a strong outline, you will have good ideas for how to create the rest of the presentation and it will come more easily.
